[MCPE-20222] Problem with firing arrows with bow.

When using an bow in 1.0.3 there is a problem where the arrows have no particle animation

This problem only occurs to people who join the world locally, it does not happen to the owner of the world)

I've seen this issue as well. When a player joins and moves to far from the owner, the bow & arrows and the fishing rods will not work. The players have to remain close to the owner of the world.

With myself the guest being close to the owner of the world, still occurs from the date has no particle, and sometimes get off the target!
