Add-ons Not Downloading

On Windows and XBOX, Bedrock Minecraft will not let me finish downloading add-ons to join my friend, giving an error around 75% of the way. Additionally, some add-ons (such as the Actions and Stuff) will not start downloading at all and will give a connection error every time. A few weeks ago it would show the downloading bar but freeze at 0.0 and give the connection error. The error is “connection to host failed” or something similar.
