Unable to purchase content in the Marketplace

I’ve tried to purchase it on my phone and xbox but it says “something went wrong. sorry, we were unable to complete your purchase. try again later.”

i've tried restarted my xbox, backing out and going in, waiting. it won't work. it won't work on my phone either. help me please
