[MCPE-217023] Pause does not activate without an internet connection

Pause mode is not activated when I am not connected to the internet, it only activates when I already have or have been connected to the internet in Minecraft Bedrock v1.21.70

I don't have that bug, but I checked it with different devices on the same version of Minecraft Bedrock and 2 paused correctly and one didn't, without any internet connection, without mobile data.

It could be said that depending on the device there is a small chance that it will pause correctly without an internet connection.
