The permission level requirement of `/place` is too high

According to Minecraft Wiki(https://minecraft.wiki/w/Commands/place )，command /place needs a permission level of 2, it’s too high to execute in command blocks, functions, or scripts. Java Edition has a same permission level requirement, but the permission level of command block is also higher than Bedrock Edition.

I suggest that lower the permission level requirement of the /place, to match other commands, which has a permission level requirement of 2 in Java Edition and a permission level requirement of 1 in Bedrock Edition.

根据维基百科（https://zh.minecraft.wiki/w/%E5%91%BD%E4%BB%A4/place ），/place需要2级的权限等级，这个权限等级需求太高以至于在命令方块、函数或脚本中无法运行。在Java版中，虽然也是2级的权限等级，但是Java版的命令方块本身的权限等级就要比基岩版要高。

我建议调低/place的权限等级，以和其他命令保持一致，为在Java版中的权限等级为2，而在基岩版的权限等级为1。
