so im having the same problem as MCPE-189397 and i continue and it persists and i need to resolve it im in 1.21.70 and in my other android device it works how can i fix this? (ps im not in the 1.21.73 hotfix)

As mentioned in the comments of MCPE-189397, this issue is being tracked at MCPE-170910. You can try using a different gallery app and see if that works. If not, you will have to wait until the bug is fixed or create a custom skin pack.
