[MCPE-218028] Players can spawn in lava on specific seeds

Step to Reproduce:

Use the seed: 1748204570876913098 to create a world on survival/hardcore mode.

Expected result:

You won’t spawn in lava.

Actual result:

You will spawn in lava and die after ~2 seconds.

This seed is impossible to survive on Hardcore mode. Please fix this!
