Wolfs cannot be tamed while on leaf litter

When a wolf is on top of leaf litter it will not accept bones from the player.

steps to reproduce:

1. start a new Minecraft world on bedrock edition

2. place down a large patch of leaf litter and spawn a wolf on it

3. try to tame the wolf with bones

The expected result is that the wolf would accept the bones and be able to be tamed, but that doesn’t happen
