Unlike the other unused block in the game (the old Stonecutter), the Nether Reactor Core doesn’t have PBR textures in Vibrant Visuals. If the Stonecutter can have one even if the block is unused, then the Reactor Core, which is still present in old Pocket Edition worlds should also have one.
