[MCPE-218688] the skins do not load and the background freezes

When I enter Minecraft, I go to the skins, don't load, they keep loading, and the classic aspects don't work either. ,Nor any other button from the skins section, and the menu background also freezes, that didn't happen before

This issue is being tracked at MCPE-218475. The main menu background may be frozen due to Screen Animations being disabled in Settings > Video.
