[MCPE-218699] Marketplace resource packs remove heightmaps and blends from RTX textures

I have a bug where when I enable A&S it removes the heightmaps and mers from my RTX texture pack, when I disable it my RTX texture pack works fine

this happens with just about any marketplace resource pack or world. some addons still keep pbr/mer though.
