Villagers can't change job blocks after relogging

If you give a villager a job block and do not trade with it at all and then relog if you break the job block the villager acts like its still there and can’t interact with any other job block so it is impossible to reset trades making gameplay longer. This occurred on the set seed coastal village as an official minecraft preset world, the world was created in 1.21.72 and its been updated to 1.21.80 and it happens on other seeds as well.
