My uploaded skin keeps going away and when I go to the dressing room it either says “custom skin failed to load” or something along those lines, or it just wont show the import button for owned skins. I hate the ugly minecraft characters and having them as my default makes me not want to play.

this happens to me too. it will say to use a .png file with 64x64 dimensions but thats exactly what ive imported.
