Vibrant Visuals not Working with Resource or Behaviour packs

Whenever i try and create a world add-ons and resource packs, with the Vibrant Visuals experimental toggle on, i cannot change my graphics to Vibrant Visuals. Only Simple & Fancy are choosable. When i try with just my resource packs (Actions & Stuff, and the Dark Mode packs from the marketplace) the same problem occurs. only without packs, can i toggle Vibrant Visuals
