Bug issue on Off hand (Left Hand), Tipped Arrow in inventory.

When an off hand slot item Arrow that has effect (Tipped Arrow), it cannot be moved or released even replaced, similar to the curse of Binding on armor.

Steps to Reproduce:

1. Previously Shield (Not Enchanment Curse of Binding), Then Replaced Tipped Arrow on Off hand.

2. After Removing a Tipped Arrow item or using another item. The item is still on the Tipped Arrow

Expected Behavior:

Normally certain items can be replaced for off hand slot in inventory.

Behavior Should Be:

The Off hand or left hand slot in the inventory can work normally.
