If I build a room ceiling of wooden half step blocks then I cannot place a bed in the above room. Placing blocks on it like dirt or cooblestone works.

I can make a video of this bug if you want, it's definitely not working!
I can only workaround it by placing real wood blocks first. Then the bed on it. After that I remove the wood blocks and placing the half steps again. A direct placing of half steps do not work.
Okay.
But you should rethink about the game mechanic if I can cheat this by a glitch. I do not understand why I cannot place beds on slabs while other blocks are placeable.
Anyway sorry.
It's just that the beds have special placement conditions, blocks like torches therefore, also will not be placeable on slabs as they require to reside on a solid block(be it the wall or the floor)
I think the point is being missed here, as long as the slab is placed on the upper half of the block it occupies you should be able to place a bed on it. You can in fact place torches and redstone on slabs if the slabs are on the upper half of the block it occupies, this condition should exist for beds as well, it doesn't currently and is not consistent with other placement mechanics related to slabs.
EDIT: And I just realized this is bug is listed for Pocket Edition, nevertheless it's an issue with the PC version as well.
Working as Intended...
