Clouds are dark for rain but it’s not raining

The clouds in the sky are dark like they do when raining but it’s not raining and won’t go away. I’ve tried restarting the game and my PlayStation. Nothing I do makes it go away other than turning the clouds off as well as beautiful skies but when I turn them back on they still look like that.
