Cloud save online

I have a world on the Xbox One S that's now 500 days old. There are 7 of us on it, but there's a problem. Every time I save, it tells me that it was saved to the local cloud but not the online one, which means I can't launch this world on my other console.

I've deleted almost all the other worlds, and I have space on my Xbox.
