Glass blocks/panels turn invisible with water standing in between them

If you place water in front of a glass block or panel, that block or panel will turn invisible when being viewed through the water. This also happens with the colored glass. One more thing that stood out to me is that the blocks on the other side of the water can be seen with a shadow that should only appear if water is above said block.
