Coral is generating outside of Warm Ocean biome when using bone meal

teps to reproduce:

1. Create a new world in v1.20.81 (iOS).

2. Go to a River or Cold Ocean biome.

3. Use bone meal underwater.

4. Observe coral blocks and coral fans appearing incorrectly.

Expected result:
Only seagrass and kelp should generate outside Warm Ocean biomes.

Actual result:
Coral appears outside of Warm Ocean.
