Block highlight (with outline selection OFF) does not appear with Vibrant Visuals enabled

Steps to Reproduce:

1. Enable Vibrant Visuals

2. Turn OFF Outline Selection

3. Look at a block — no highlight is shown

5. Expected Result:
   Block should still have a subtle highlight when Outline Selection is off

6. Actual Result:
   No highlight or outline shown at all
