Achievement disabled even though only Behavior Pack was enabled

While playing Minecraft Bedrock, specifically version 1.21.92.1, I created a new world and intentionally enabled a resource pack and a behavior pack.

After playing in the world, I exited and checked the warning that says "Achievements are disabled."

I noticed that features which are supposed to disable achievements were marked as active, even though I did not turn any of them on — I only enabled a behavior pack.

Mojang Studios, please fix this bug immediately for the comfort and fairness of players.
