Text to speech is always Google Speech Engine instead of Samsung TTS

Text to speech used to work with the Samsung speech engine, but for some reason, when I changed the text to speech engine to Google and reverted back, it always used the Google tts engine even though it wasn't used and enabling the device settings for text to speech toggle didn’t do any effect whatsoever.

Please fix this issue as soon as possible
