When my wolves are in rain, their heads shakes perpetually and also play the dog shaking sound repeatedly until out of rain/water

I had a mod pack on, it did do it when I had it on, turned it off and it still did it. I tried to go into a world where ive never added a mod pack and it still did it.
Do you have any resource packs enabled? If so, does the issue still occur if you disable them?
