Pictures not breaking to replace them more than once

I can leave a picture on the wall and then can't pick it back up more than once. It will just ignore my command to break the item. I can even start breaking the blocks next to it and continue on to it and it won't break. It's like I'm not interacting with it at all. I'm on a server through apex.
