why can't i change skin? even though i have disabled only trusted skin and the photo included is 64x64 and png

This issue is being tracked at MCPE-170910. Note that the "Only Allow Trusted Skins" option only controls whether you can see other players' imported skins. It does not control your ability to import skins.
