Parity issue: Block of resin uses flute instrument type in BE but basedrum instrument type in JE

Place a block of resin under noteblock makes that noteblock to use different instrument type in BE than in JE.

Steps to reproduce:

1. Create a JE world, place resin block under noteblock.

2. Open debug screen with F3, look at noteblock, notice blockstate instrument: basedrum, which is the same as stone.

3. Create a BE world, place resin block under noteblock. To compare, place stone under noteblock.

4. Tune both noteblocks. Notice they sound differently.
