Wither can explode custom blocks with minecraft:destructible_by_explosion set to False.

Steps to reproduce the issue: Make a custom block with minecraft:destructible_by_explosion set to false. Explode the block with a wither.
Expected result: The block should not explode, or there should be another component, such as: minecraft:destructible_by_wither.
Actual result: The block does explode.
