I am playing on a 10 person realm owned by my friend who has the locator bar enabled for the realm as well as vibrant visuals. I also have my hud opacity set to 50%. If I gain a small amount of exp and there is a gap of at least a couple seconds between gaining more exp then the exp bar will not progress further based on the previous exp level.
Here are the steps I took to create the glitch.
Step 1: Enable the locator bar in the world settings.
Step 2: Have a friend join the world so the locator bar will actively show someone.
Step 3: Use a fishing rod to catch any item.
Step 4: See exp bar increase.
Step 5: See exp bar reset to zero xp after a couple seconds of no further xp gain.
Step 6: Catch another item with the fishing rod.
Step 7: See exp bar gain same amount of exp as the first catch then reset to zero after a couple seconds of no further exp gain.
I have attached a clip of me experiencing the glitch but this is not the only time I have seen the exp bar reset after gaining a little bit of exp. The other times have been from killing mobs, villager trading, mining ores, smelting ores, etc.

Your experience bar is not resetting to zero; it is being replaced with the locator bar. When you are not gaining experience, the locator bar is supposed to be shown instead of the experience bar.
From the changelog:
If another player is in the world (and that player is not hiding) the Locator Bar will display in the same area as experience bar
When experience is gained the experience bar will appear
Do you have Mending on your armor?
