Observer not seeing redstone torch change in nether.

While in a nether stronghold, I set up a redstone loop where an observer was looking at a redstone torch. When the torch was turned off, the observer did not trigger. I attempted to test and was not able to make an observer trigger by placing a block in front of it or by having a piston fire in front of it. I also tested this with several other observers and none were functioning in this environment.
