Vibrant Visuals: Underwater effect is applied to blocks when it shouldn't

When a water bucket is used and the water falls in a 1 x 1 x 1 column shape, then, looking through the column, the blocks visible through the water have the same effect as underwater blocks.

IMPORTANT NOTE: Must be DAYTIME for the bug to occur, AND Vibrant Visuals must be enabled.

Steps to Reproduce

  1. Build a Tower that goes straight up 10 blocks (does not have to be 10 blocks. Just recommended.)

  2. Use a water bucket on top of the top block.

  3. Look through the water and view the blocks beyond.

Expected Result

The blocks beyond the water appear as they usually do because they are not actually underwater.

Actual Result

The blocks beyond the water appear as if they are underwater, with reflections on them.
