Sometimes nothing is loading after teleporing to unloaded chunks inside minecart using commands

After using commands to teleport a minecart with a Player inside you can only see sky and cannot do anything other than drop items. Bug stays even after loading these chunks with second Player and the second Player can hit the bugged one.

Command used:

/Tp @e[type=minecart,c=1] ~ ~ ~(unloaded chunk destination)

With the Player inside the minecart as stated before
