Blocks are mined too quickly in 1.21.110 compared to previous versions

Steps to Reproduce:

1. Place a long line of blocks

2. Obtain the appropriate tool to mine the blocks

3. Switch to Survival mode

4. Mine the line of blocks using the tool

5. Observe the speed at which the blocks are mined

6. Repeat in 1.21.94 and compare results

Observed Results:

In 1.21.110, blocks are mined at a noticeably faster speed than in 1.21.94.

Expected Results:

Blocks should be mined at the same speed as in 1.21.94.
