Placing torches on the back of shelves inconsistent

Upon attempting to place a redstone torch on the back of a shelf, I discovered that it only placed when attempted on one of the four cardinal directions. I don't know which is correct - being able to place a torch on the back or not - but this is an inconsistency and thus needs to be addressed.
