Holding up on the D-pad no longer continuously scrolls up in JSON UI menus

Steps to Reproduce:

1. Open the Settings menu or any menu that uses JSON UI

2. Hold down on the D-pad

3. Notice the game continuously scrolls down

4. Hold up on the D-pad

Observed Results:

The game does not continuously scroll up.

Expected Results:

The game should continuously scroll up, just as it used to and does with Ore UI.
