Sometimes when I make worlds in creative mode, the creative mode items won't show up. Instead, it is left blank.

Happened with me twice when I went to creative mode in a map using 1.1, even the /give command only gives me redstone tools such as redstone comparators and redstone repeaters. The map had no resource/behavior pack.
