Jigsaws don't generate before features do in the same step

Jigsaw Structures generate at the same time as features. On Java, jigsaw structures will generate entirely before features do. On Bedrock however that’s not the case.

Steps to Reproduce:

• Download the pack.

• Enable the pack and enable the Data-Driven Jigsaw Structures experiment.

• type /locate structure smokeystack:bug and teleport to the coordinates.

Expected Result:

The structure should be terrain matched with the actual world surface.

Actual result:

The structure terrain matches with the diamond block features as well as other foliage such as trees and short grass.
