Worlds do not sync across Xbox consoles

After playing on one Xbox and saving the world, it isn’t syncing to my other Xbox.

Steps to reproduce: Play a world on one console, save and quit and close Minecraft. Wait a while (it was days in between for me) and load up world on another console.

Expected result: world should have saved from the other console and all things should be synced.

Actual result: the world does not sync across consoles and upon loading into the world any progress done on the other console will not have saved.
