[MCPE-2272] Gravel cannot be placed adjacent to world end

Cannot stack gravel adjacent to world end. Mined a tunnel to world end. Was going to seal hole at world end. Gravel will not place. It disappears completely. Unlike cobble which stacks.

Does it 'fall' out of the world?

Torches can be placed on the sides of the world now. Nothing falls off it seems. Possibly could fall off, but no other block does.
