Wolves often fail to attack player

Steps to Reproduce:

1. Open a world and summon a wolf that is not tamed

2. Swich the gamemode into survival mode

3. Hit the wolf to make it angry

Observed Results:
The wolf often fails to attack player, just keeps hopping to the player but causes no damage to it

Expected Results:
The wolf should cause damage to player every single time it hops and touches the player
