Skeletons could not hurt baby turtles

Steps to Reproduce: 

1. Open a world and summon a baby turtle

2.  Summon a skeleton near the baby turtle (distance≈1 block)

Observed Results: 

The arrows were shot from above skeleton’s head, so the arrows were always shot near the baby turtle

Expected Results: 

The arrows should be shot from skeleton’s face, instead of being shot from above skeleton' shead
