[MCPE-227512] Fireflies appear at daytime

Steps to Reproduce:

Place a firefly bush
Set the time at daytime
Look around you for the firefly particles

Observed Results:
During daytime, firefly particles appear.

Expected Results:
Firefly particles should only appear at nighttime
