Copper golems will not put book and quills into chests that contain them, unless the book it's holding has the exact same contents as another book and quill in the chest

The Copper Golem will refuse to place Book and Quills into chests that contain them, even if there is an empty slot available for it to go into, unless the chest has another Book and Quill in it which has the exact same contents (such as written text) as the one the golem is holding. I wouldn’t be surprised if signed books had the same problem.
