Marketplace resource packs stop being loaded after exiting a world until game restart

Steps to Reproduce:

1. Download a Marketplace resource pack (preferably one that changes the textures of the UI)

2. Go to Settings > Global Resources and activate the pack

3. Open a world and then exit it

4. Notice the pack’s textures stop being loaded

5. Go to Settings > Global Resources and see that the pack is still active

6. Deactivate the pack and try to reactivate it or activate another Marketplace pack

Observed Results:

After exiting a world, active Marketplace packs stop being loaded, and the default textures are shown instead. After deactivating the pack, it cannot be reactivated. Other downloaded Marketplace packs also cannot be activated, and the game must be restarted to fix the issue.

Expected Results:

Marketplace packs should remain loaded after exiting a world, just as they do in 1.21.101.
