Effect icon can be moved down by only touching with the finger on screen

Steps to reproduce the issue

1. Open the inventory

2. Grab potion and drink it or splash

3. When appeared effect icon, press the icon with the finger on the screen

Expected result

When pressing with the finger on the screen the effect icon would not moving down.

Actual result:

When pressing with the finger on the screen the effect icon would moving down
