While breaking/mining blocks if move a bit the animation will play destroying the blocks while placed border block

Steps to reproduce the issue

1. Open chat and press in the text box

2. Type the following command:

   /Give @a Border_block

3. Place a border block in the sky above of the blocks

4. Open the menu, and swich to gamemode survival.

5. Go to the placed border block and start destroying the block just under it, the first block outside the border

6. While destroying the block outside of the border, then move a bit down toward to the bottom of the border block.

Expected result

While destroying or mining the block outside of the border block, and moving to the border block will be no animation of destroying a block.

Actual result

While destroying or mining the block outside of the border block, and moving to the border block will be animation of destroying a block.
