Summary:
In AMD Software: Adrenalin Edition, if Instant Replay is enabled and Record Desktop is disabled, receiving a desktop notification while playing Minecraft Preview causes significant FPS drops. This issue did not occur until 1.21.120.23 Preview, so this may be a game issue rather than an AMD issue.
Steps to Reproduce:
In AMD Software: Adrenalin Edition, go to Record & Stream > Settings and enable Instant Replay and disable Record Desktop
In Windows, go to System > Notifications > Turn on do not disturb automatically and uncheck “When playing a game” and “When using an app in fullscreen mode”
Launch Minecraft Preview
Put the game in fullscreen mode (Instant Replay only works in fullscreen mode)
Wait for a desktop notification to appear
Observe the FPS
Observed Results:
When receiving desktop notifications, the FPS drops significantly.
Expected Results:
No FPS drops should occur.

Note that the video only shows the FPS drops, as desktop recording is required for desktop notifications to show in the video.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
