Items disappear when removed from an unpowered shelf in Creative mode

Steps to reproduce

1. go Into creative mode

2. Place a shelf block

3. Place an item on the shelf

4. Interact with the item

Expected result: item is transferred from the shelf to the currently selected slot in hot bar.

What actually happens: item disappears completely

Note: shelves powered by Redstone work normally, swapping multiple items in the hot bar as expected.

I think shelves are potentially very useful in creative mode for inventory management.

Of course you could just give us a bigger hot bar…
