4 tier Beacon doesn't give you Haste 2 effect.

I was on Minecraft Bedrock Edition for the Switch 2 and I was trying to use Haste 2 for instant mining and it only gave me Haste 1 and didn't update the effect at all after putting an ingot into the beacon.
