Water flowing under waterlogged block like stairs or slabs (blocks that keep water from flowing in certain directions) causes them to let water through when they aren't supposed to. I was building a farm and one creeper blew up causing a chain reaction of this bug ruining 6+ hours of work and destroying 1700+ minecrart rails which quickly despawned.
